how can I tell world time with my new Breitling Navitimer World watch?

When you ask world time I assume that you are asking for GMT time or Greenwich Mean Time.
The arrow shaped dial rotates around the face of the watch once every 24 hours. This dial should be set to GMT time and the 12 hour dial should be set to your local time, or a time zone of interest. The minute and second hand display the same time no matter what time zone you are in. You can get a table to tell you how to set the GMT time based on your local time. The table will also give the difference in time for Standard time and Daylight-Savings time. We are now (September 2007) in Daylight-Savings time therefore East Coast time is GMT-4 hours. At 9:35 AM you set the arrow dial to 13:35. If you live on the West Coast at 9:35 AM you would set the arrow dial to 16:35. Google "GMT table" to get more time zones.
