Really bad fly bite allergy in pregnant mare?

My 5yo Belgian Draft Mare has a horrible fly bite allergy. It effects her back legs, chest, neck and face. She is miserable!! Two vets have checked her out and one did a biopsy just to make sure it wasn't parasites. I have used every product I can get my hands on and nothing seems to work. (sprays, creams, soaps, lotions, supplements) We are currently giving her "omega horseshine" for the flax. I spray her every evening with an oil based fly spray.
Both vets hesitantly suggested dex injections and also explained the risk of laminitis with prolonged use. Now that she is in foal I am very concerned about using dex although one vet said we could safely use it in smaller doses.
I need some suggestions on really awesome fly sprays and any other products people have used successfully to alleviate the horrible itching.

I have a horse that is allergic to black flies.. I do use dex, but very minimal... 8 cc for 3 days, that usually takes care of it. It keeps them from scratching and getting sores. I would be concerned about the fact your mare is in foal, so would do what is recommended by the vet.
Try to find some cattle insecticide tags (ear tags) and hand them around your horses neck, mane and tail. That should help. Again, make sure they are ok for a pg mare. You may also try a dairy cow spray, it is pretty safe and easy on a horse.
