What is this outer ring of numbers used for on my watch?

i think it is called the bezel...and while ur at it what are each of the three circles in the Snowpass swatch (how do u use it)....here is a pic of what is close to my watch

The minutes are displayed on the outer ring

One of the circles seems to be for minutes too, the other for seconds , and one for tenths of seconds
